cast recording volumes

Why are cast recordings mixed with such strange volumes? does it have to do with the range that they are trying to capture of the instruments and voices? are they being recorded to be listened to on headphones?

all i know is: i do doordash and grubhub deliveries at night. i can listen to pop, rock, rap, whatever at like an "11" on my car stereo, but cast recordings (for me to be able to really hear what is going on) have to be way up at like 19, 20. And then when google maps kicks in to tell me to take 3 close turns in a row at that volume, all of a sudden im deaf.

and also, if ive been listening to musicals in my headphones, and then i switch to something pop-y, all of a sudden its blaring loud.

why is this happening, and is it fixable?
